With this one of the first steps is to migrate the desktop office suite to LibreOffice. In the talk we will summarize motivations and strategies for this move to the ODF format, what are positive experiences and where are the challenges and lessons learned so far. This will be provided by three service and support provider for the country and its IT department ZIT, first and foremost in second level with Dataport and in third level .riess-app as migrator for complex special procedures e.g. with macros and 3rd level support and allotropia with development services in fixing issues and feature enhancements.</description>

            <description>Fourteen years ago, we established CIRCL, a national-level CERT under the NIS Directive, with a commitment to an open-source strategy from the outset. Over the past 14 years, we have grown from managing small projects to maintaining 17 different open-source initiatives in the cybersecurity field, including the MISP Project, AIL Project, and many others. Throughout this journey, we&#x27;ve gained invaluable insights—both positive and negative. Our experiences span community management, engaging open-source contributors, navigating supply chain distribution, marketing open-source solutions, software licensing, engineering robust software, and ensuring long-term project maintenance. This presentation will share the lessons we&#x27;ve learned and how they have shaped our approach to cybersecurity and open source. 

This talk will explore how we have successfully created and maintained a significant number of open-source projects widely used in cybersecurity. The topics covered will include:

            <description>Security testing aims to verify that the software meets its security properties. In modern systems, the effectiveness of security testing is complicated by a wide input space and vulnerabilities being detectable only by exploring a specific portion of such input space (e.g., a combination of corner cases). In turn, to effectively perform security testing, it is necessary to exercise the system with a very large set of inputs. Full automation is thus required to lower costs and increase security testing effectiveness. However, to achieve such automation, it is not sufficient to automatically derive test inputs, but it is necessary to address the oracle problem, which refers to the challenge of distinguishing correct from incorrect behaviour for a given system input; for example, in a Web system, determine the correctness of the response received after a specific HTTP GET request performed by a certain user. Traditional testing approaches require the manual specification of the expected output for each input, which is infeasible when a large number of inputs is automatically generated. To address these challenges, we propose Metamorphic Security Testing (MST), a metamorphic testing approach that integrates test input generation strategies inspired by mutational fuzzing and alleviates the oracle problem by verifying general relations that should always hold between the outputs generated by valid and mutated inputs. It enables engineers to specify metamorphic relations (MRs) that capture how to modify a valid input as an attacker would do and specify the relation between the outputs of the valid and invalid input. We defined a domain-specific language accompanied by an Eclipse editor. Also, we developed a framework that automatically collects the input data and transforms the MRs into executable Java code to automatically perform security testing. It automatically tests software systems to detect vulnerabilities based on the relations and collected data. Currently, we provide a catalogue of 76 system-agnostic MRs to automate security testing in Web systems. It covers 39% of the OWASP security testing activities not automated by state-of-the-art techniques; further, our MRs can automatically discover 45% of the vulnerability types due to violations of MITRE security design principles. We evaluated MST effectiveness and scalability with two well-known Web systems (i.e., Jenkins and Joomla). It automatically detected 85% of their vulnerabilities and showed a high specificity (99.81% of the generated inputs do not lead to a false positive). Finally, we demonstrated the applicability of the approach to test robotic systems and desktop applications. Ongoing research includes the automated generation of MRs from specification documents by leveraging large language models.</description>

            <description>The increasing complexity and frequency of cyber threats necessitate robust cybersecurity measures, particularly within the research and education sector, which often lack behind. The LuCySe4RE project addresses this need by providing enhanced cybersecurity solutions, like a Security Operations Centre (SOC), tailored to the Luxembourgish R&amp;E community. The objectives of this project are three-fold: 
a.	Protecting the most vulnerable: LuCySe4RE aims to introduce an advanced cybersecurity framework to improve network visibility, log analysis, and threat detection capabilities. The focus is on addressing issues such as insufficient network visibility, inconsistent logging, limited monitoring for data leakage, and generate cyber threat intelligence to protect others.
b.	Raising awareness and educating on cybersecurity: Education and awareness are crucial for mitigating cyber threats and protecting oneself.
c.	Assessing and improving cybersecurity preparedness: tailored security maturity assessments based on a security baseline model will be carried out. These assessments will provide an overview of the cybersecurity readiness of R&amp;E organizations before and after the implementation of LuCySe4RE.
This work is work in progress and reflects the current state of progress including current results.
The LuCySe4RE project represents a comprehensive approach to enhancing cybersecurity within the Luxembourgish R&amp;E sector. By deploying the LuCySe4RE SOC-like service, raising awareness, and conducting detailed security assessments, a more secure digital environment for R&amp;E activities can be created. A positive outcome is also that it paves the way for new EU-directives such as the CER and NIS2. All solutions are open-source and allow to set up a SOC at low cost, which is a major advantage, as a lot of educational organisations may not afford highly priced SOC solutions. The successful implementation of LuCySe4RE will not only protect the Luxembourgish R&amp;E community but also serve as a model for other R&amp;E communities globally.</description>

            <description>The journey to open source LUCET was founded to assess and improve the quality of the national education system in Luxembourg. LUCET’s most prominent and resource-intensive project is the Épreuves Standardisées (ÉpStan), a Luxembourg school monitoring program that aims to facilitate evidence-based decision making in national education. Through the ÉpStan, LUCET is not only providing timely and policy-relevant information to national educational stakeholders, but also assembling a unique and incredibly rich database about the evolution of students’ competency profiles and their pathways through school — and possibly through life. For the implementation of the standardized tests, LUCET developed the online assessment system OASYS in 2010. Over the years, this solution went through several evolutionary stages. The first versions of the online assessment system were hosted on Apple servers, which often required an enormous administrative effort. When Apple discontinued support for Mac OS X Server, LUCET initially switched to Oracle Solaris. However, this operating system was also eventually discontinued by the manufacturer. The IT team was once again faced with the challenge of finding a suitable system 3 platform to run OASYS. In the meantime, LUCET received a mandate from the Luxembourg Ministry of Education to test up to 12,000 students per year according to standardized procedures, significantly increasing OASYS’s requirements for performance and availability. As a result, the team responsible for the development and deployment of OASYS and the online tests had grown from 11 to 50 people. “We were looking for an easily scalable platform that could meet the demands of nationwide testing,” says Markus Scherer, infrastructure and architecture engineer at LUCET. “At the same time, we wanted to increase the pace of innovation and enable our developers to take advantage of new technologies as quickly as possible. It became clear that an open source operating system with professional support was the only option for us.”</description>

            <description>The LibreOffice project is aimed at multilingualism, as stated in The Document Foundation&#x27;s &quot;Our Values&quot; of &quot;Our Next Decade Manifesto&quot; that anyone can translate so that everyone can use it in their mother tongue.

However, LibreOffice developers are mostly in Europe, and in order to use them conveniently in other languages, those who understand those languages need to solve the problem. LibreOffice&#x27;s CJK and problems unique to the Japanese environment are various such as vertical writing, external characters, phonetic, currency and date notation.

CJK bugs are often caused by regressions and tend to have similar problems.　Japanese community members and users sometimes submit bug reports and triage. That feedback loop is important. In recent years, Japanese community members have been changing, it is necessary to find ways to maintain and strengthen the feedback loop. Also, a full-time developer joined TDF this year, increasing the chances of CJK bugs being fixed. We need to capitalize on that potential.

In this year&#x27;s talk, As the first, I will introduce some reported and fixed CJK bugs in the past year. Secondly, introduce some not fixed old CJK bugs. Thirdly, explain the current state of the JA community and our future challenges. Fourth, I would like to provide some context and ask for ideas regarding next year&#x27;s Asia Conference.</description>

            <description>In LibreOffice Draw we can import a PDF with PDFium, where each PDF page is imported as an image and added into each Draw page. The PDF annotations are then added separately as comments, so they can be added and modified separately to the PDF. The issue is that the PDF annotation support is much more extensive than what is supported by LibreOffice Draw.

There are many types of annotations in PDF: line, rectangle, polygon, stamp(image), highlight, in-line text,... In LibreOffice Draw we only support one type of annotations - pop-up text (comment). To support PDF annotations in LibreOffice Draw, it is necessary to change how the annotations are stored in the document model, which is now very similar to the objects in the document (with the exception that the annotations aren&#x27;t normally visible when printing). The user should be able to move, resize the annotations, change properties (line, background text color,...), edit text...</description>
